VAM President – Dato’ Dr. Vincent

Dear members,

Good day, salam 1 Malaysia, 1 Vet and 1 VAM. We are now in the middle of the year and many things have taken place. Too many people go through life waiting for things to happen instead of making them happen. Lot of us aspire but when it comes to perspiration, we fail to make the cut. If you want to be part of cream de la cream you need to have inspiration (10%) followed by perspiration (90%). Don’t wait for things to happen, make things happen.  In fact, there are plenty of things to work on except we are short of hands to move things. I express my heartfelt thanks to all those who have contributed in one way or another in making a success of the following events.

Firstly, we are so excited to announce our VAM website is now been redesigned, transformed & updated with even the payment gateway. It will become our main means of communication and building relationship with our members, colleagues and the public. I hope it will be one of the ways to facilitate greater interaction and discussion.  It will go a long way to strengthen our fraternity and to advance the profession.

Secondly, I foresee there are many exciting events to come latter part of the year, including the 25th  Annual General Meeting and VAM Congress on 13-15Sept 2013 at Hotel Desaru, Johor Bahru & Livestock Asia Exhibition, 24-26 Sept 2013 at KLCC. The launch of the Continuing Professional Development (CPD) program on a trial run basis as mandated by Malaysian Veterinary Council (MVC). The CPD point system for renewal of Annual Practicing Certificate (APC) is essential for the veterinarians to keep their knowledge and skills current so that they can deliver high quality service in order to safeguard the public, meets the expectations of customers and the requirements of the profession.  We can foresee there will be teething problems initially but we must commit to resolve this as it has been long overdue.  We hope you will find this CPD system engaging and fun too in your area of work.

Thirdly, the business arm of VAM, has made some in road in the Pet passport, organizing Health seminars, career clinics and Artificial Insemination Program under EPP5. We will be working really hard in smart partnership with DVS, collaboration with foreign principles on representation on key products and to put to other resources in our business ventures.

Finally, If you have any useful ideas or wants to contribute, please contact us directly. Please register yourself with us and to post us your thoughts, ideas, feedback, question, news or any other information in our webpage.

With best regards,

president signature

Dr. Paul Chelliah - VAM President

Dr. Paul Chelliah – VAM President

Dear Colleagues,

‘Time and tide waits for no man’, as the saying goes, seems so true in my case. I have been wanting to write the President’s Column for some time now but somehow seem to have missed the time frame. I must apologize for the delay in this posting and to keep us updated. Since the last posting much has been done.

During the month of November VAM President was invited for the UPM Faculty Perubatan Veterinar Graduation and Prize giving ceremony. VAM Prize (Ruminant) went to Dr.Lee Yee Cheng; Preclinical VAM Prize went to Dr.Lee Wen Hai and VAM Pathology Prize was awarded to Dr.Foong Jia Ning. All received certificates and books worth RM 500/- each sponsored by the Association.

An ongoing seminar organized by MyCeb (Tourism Malaysia) to help associations and organizations better manage and promote events was held during the month and was attended by me. The seminar MyCeb 5th Association Dialogue at KLCC was to introduce the concept of outsourcing association management. Professional management companies are now willing to take up the management and running of associations and preparing them for the annual general meetings plus helping in maintaining membership growth and tracking of issues to be tackled. All for a fee of course. They will assist in the executive secretarial functions. I was also toying with the idea of engaging one such company to manage our secretarial work. This would probably the way to go in the future. VAM has been running without a secretariat and an office with dedicated full time staff. We have been discussing the need at our meetings and some members of the executive committee have been tasked to find a suitable premise to establish our office. In the meantime we are on the lookout for an executive secretary to manage our meetings.

For those who had missed out on CPD points for the renewal of Annual Practicing Certificate, we had organized the GST (Goods and Services Tax) Seminar. This was jointly organized by MAHNIA and supported by the Ministry of Finance and Customs and Excise Department. The response was overwhelming and successful. It was well attended as it was informative to the participants. I take this opportunity to thank the Ministry of Finance, Customs and Excise Department, VAM Exco and MAHNIA members who made this possible and at no cost.

Towards the end of the month I had the privilege of attending my eldest son’s “Call to the Bar” at Middle Temple London. It was wonderful witnessing a ceremony so steeped in tradition held in a historic hall and campus. I had to cut short my London trip and after a short stopover in Dubai to visit some friends, straight to Hanoi, Vietnam for the OIE ( World Organization for Animal Health ) regional workshop. This workshop was to identify the role and synergy of national veterinary statutory bodies, veterinary services, veterinary educational institutions and veterinary national associations. While there I had the opportunity to promote the PCVC6 & 26th VAM Conference to those present.

Many of us are aware that we had an issue with the National Pharmaceutical Control Bureau (NPCB) or (BPFK) Ministry of Health. They had issued a dateline for registration and licensing of drugs and medicines which would have ended on 31 December 2014. This meant that after the 31 December many companies that have been importing essential medicines and drugs for the practice of veterinary medicine would have no drugs for us  to treat our ‘patients’. Ongoing talks with MAHNIA were not successful and subsequently VAM was approached to help in resolving this stalemate. A large group of representatives from all stakeholders was put together and representation made to NPCB. We managed a 6 month extension of the dateline and the establishment of a Technical Working Group to study and make recommendations to NPCB in the interim. Headed by VAM exco sub-committee, this TWG will work along with NPCB and help make recommendations to resolve the issue of Veterinary Drug registration and licensing. Hopefully by the end of the 6 months period we would be able to make some breakthrough in this area that is affecting both the Small and Large Animal Practitioners and Food Animal Production Industry. Our next targeted meeting would be with the Department of Veterinary Services to explain the plight of the Industry. We will be requesting the good offices of the Director General of the DVS to intervene where possible to help resolve our plight. We have had good dialogue sessions with DVS and very positive action and cooperation from them. Hopefully, in the future we will be able to determine the usage of our own veterinary pharmacopeia.

As we try to work through all this, I call on members to support the activities of the Association. Our important event for this term is the upcoming 6th Pan Commonwealth Veterinary Association Conference and our own 27th VAM Congress 2015. We are making attempts to invite the Honourable Prime Minister of Malaysia and the Minister of Agriculture for this event. This event requires tremendous support and cooperation from all members. With the presence of CVA delegates and other dignitaries in the veterinary world, we will have the opportunity to meet and engage with some of the world leaders in the profession / industry. Many decisions made during this conference here will influence future policies pertaining to our profession. Let us show case our nation Malaysia and the Veterinary profession here in our country.

We will be reaching you with more information and updates from time to time with the intention of exciting you to participate in this “never to be missed” conference. As I am writing and editing this message, we are very close to the conference and I hope that all VAM members have registered for the conference. 60 CPD points for this one, and you can carry forward for next year.

The Executive Committee and I wish all of you a Happy New Year 2015. Also a Special Happy Chinese New Year – “Xin Nian Kuai Le” Hope I got that right.

More updates in the coming weeks, more important developments coming up. So tell your fellow vets to visit our website: vam.org.my

God Bless and take care.

Dr. Paul Chelliah - VAM President

President’s Speech – 28th VAM Congress 2016 Kuching Sarawak Malaysia.

It gives me great pleasure to welcome you to Kuching, Sarawak for the 28th Veterinary Association Malaysia AGM and Congress 2016.This year the Annual General Meeting and Scientific Congress is happening together at the Waterfront Hotel in Kuching, Sarawak over a weekend and I hope that members will have an enjoyable weekend. It is the first time the Association is holding its annual meeting here in Sarawak and I am truly enthralled by this ‘cat city’ and I hope it will be the same for you all when you are here. Please take time to enjoy what the city can offer.

The Veterinary Association Malaysia is truly grateful to YB DATUK AMAR DOUGLAS UGGAH EMBAS, DEPUTY CHIEF MINISTER, MINISTER OF MODERNISATION OF AGRICULTURE & RURAL ECONOMY OF SARAWAK for gracing the occasion and also officiating this Congress on behalf of YAB DATUK PATINGGI TAN SRI (DR) HAJI ADENAN BIN HAJI SATEM, CHIEF MINISTER OF SARAWAK.

Kuching was selected as the host city of the 28 VAM Congress for a few reasons. An understanding was arrived at by which the Sarawak Convention Bureau sponsored the Sarawak Cultural Show during the 6th Pan Commonwealth Veterinary Association Conference that we hosted last year in Kuala Lumpur. Another reason was to work with the Sarawak Veterinary Association in bringing together the fraternity and raising funds. The third reason was to give our colleagues in Sabah and Sarawak a Congress closer to home. Finally, for our members, a post-Congress ‘Sarawakian’ holiday.

This Congress is special as it is co-organized by the Sarawak Veterinary Association and VAM. The organizing committees of both associations have worked hard to bring you a very affordable Congress. The venue is a brand new 5-star signature hotel right in the ‘happening’ part of Kuching.

The Congress bags are very special as they are made by the people of the Penan tribe and the proceeds from the purchase of these bags will go towards their wellbeing and the development of the Penan womenfolk. This is a CSR project brought together with this Congress to make it more meaningful for the participants.

In this Congress we are focusing on three main streams of the profession, namely animal production, wildlife conservation and companion animal medicine, with an overview of animal welfare. The Congress aims to be as holistic as possible in providing a larger picture of the veterinary profession, hence the Congress’s theme: “Veterinary Services and Practice – Meeting the Challenges and Standards.”

We are thankful to the OIE (World Animal Health Organization) for its officers who will be presenting to us the OIE standards on animal welfare and the challenges we face in this fast-globalizing world. There will also be a satellite session on neurology for the companion animal vets.

VAM wishes to congratulate the working committee here in Kuching for putting together such an exciting Congress. My special gratitude goes to Dr. Brendon Chuo Hock Tieng, the President of the Sarawak Veterinary Association, and his team for coming alongside VAM to co-organize this event. VAM also places on record its appreciation and gratitude to Dr. Nadzariah Cheng, the Chairperson of the Scientific Committee of the 28th VAM Congress.

VAM is grateful to all presenters, both oral and by posters, for your invaluable scientific contribution to the Profession.

We wish to express our sincere gratitude to all generous sponsors for your support and contributions both of finance and in kind.

The State Government of Sarawak for hosting the gala dinner.

Co organizers – the Sarawak Veterinary Association members for working together with VAM.

The Veterinary Authority of Sarawak and the Ministry of Agriculture, Sarawak for support and help in so many ways.

The Penan Women Project Organization for giving us the privilege of being involved in their project.

Special thanks to The Executive Committee of VAM and the Congress Organizing Committee for their invaluable contributions.

The Waterfront Hotel Kuching, Sarawak for their cooperation in organizing the Congress.

Our appreciation to the Sarawak Convention Bureau for assistance, support and encouragement in organizing this event in Kuching.

Finally to all participants who have made this a memorable Congress – thank you so much.
